ReactPSN v2.23 and Rogero 4.30 v2.05 Major Problem

1.Put 'exdata' on root of USB Device (with your *.rap files inside 'exdata')
2. Install reACTPSN
3. Create a profile on ps3 called 'aa'
4. While exdata folder is present and usb device connected load 'reACTPSn' by pressing 'X'
(You no longer need to hold R1 for 9secs etc;this is now all automated )
5. Dependant on how many edats/raps in exdata folder this can take anywhere from 1-30mins ; eventually your ps3 will reboot
( for some reason on rogero 4.30cfw v2.03 after ps3 restarts I get corrupted data restore - but after restore everything ok and more importantly
raps/edats are activated
6. Turn off Network connection , install game pkg's and you should be good to go

I follow these instructions to the 'T' even variate switching to user 'aa' or leaving it at 'User 1' and nothing works. Im at my wits end.
Reactpsn not even working I think because it doesnt reboot the system it just goes back to XMB.
I then check the rap file on flashdrive and it has not been modified and it has not been put in the exdata folder of 'User 1' or 'aa'

What am I doing wrong?
Im about to give up on this stupid firmware and go rebug!
