any place to buy E3 from UAE ? (cash ) or downgrading services (abu dhabi)

hi all how are you , suddenly i upgraded my ps3 to 4.21 :(
but i want to downgrade it to 3.55 here nobody makes it ( in abu dhabi ) coz i dont have a car and cant go to dubai or sharja
so i want to buy the E3 flasher from abu dhabi ( i dont hve a credit card to buy online )
anybody knows anything about E3 in abu dhabi or downgrading services here ?
