can i make my own ps3 downgrader ??

hi, i want to know if i can make my own ps3 downgrader dongle .

cuz im from ksa and i cant get 1 from here

i know i need e3 flasher but im also searching for it

cuz every website i tried its too expensive for me

its like 65$ shipping cost WTF

with e3 flasher cost will be near a new ps3 here

i need to kno if gamezway really free shipping or not

or any site can i buy with less shipping cost
