Help a Noob Out: --.pkg files to non-JB ps3/4.10

If this has been posted elsewhere, I apologize, and would appreciate a good pointing-out, push, or shove in the right direction.

Wondering if it's possible, with a non-jailbroken PS3 running system software of 4.10, to transfer PS1 .pkg files I found via torrent onto the PS3 with a USB, and be able to play them.

Pretty sure someone somewhere has talked about this, but I can't navigate these waters well enough to find it.

Does the PS3 have to be jailbroken/downgraded to a lower system software version to do this? Any help is much, much appreciated.
